2024 AAPA-EROPA-AGPA-IAPA Joint Conference

The year 2024 marks a historic event for the discipline of public administration in the Asian Region. It will be the first time that the umbrella organizations of public administration in Asia  will be jointly holding an international conference to address the most pressing and burning issues in public administration and the bureaucracy from a global perspective. 

The Asian Association for Public Administration (AAPA), the Eastern Regional Organization for Public Administration (EROPA), the Asian Group of Public Administration (AGPA) and the Indonesian Association for Public Administration (IAPA)1 together with the Ministry of Administrative Reform of Indonesia, National Institute of Public Administration (NIPA), and Universitas Gadjah Mada (UGM), will be holding the first 2024 Joint Conference with the conference theme “Towards World Class Bureaucracy” to be held on November 5-7, 2024, at the Universitas Gadjah Mada, Yogyakarta, Indonesia. 

​One of the core foundations of development and growth among nations and institutions is human capital, and within the context of governance, it is the bureaucracy that serves as the backbone for efficiency and effectiveness of the public sector. This has likewise been reaffirmed in recent publications such as the 2024 Regional Human Development Report Making Our Future: New Directions for Human Development in Asia and the Pacific of the United Nations Development Programme where it emphasized, among others, the vital need to invest in capacities and capabilities of the public sector workforce in order to maintain the competitiveness, innovativeness, and preparedness of the public sector workforce in the VUCA world. 

It is within this context that the AAPA-EROPA-AGPA-IAPA Joint Conference Organizing Committee is inviting scholars, academicians, practitioners, and all interested individuals to submit their research paper focusing on the main conference theme “Towards World Class Bureaucracy” and the following sub-themes.

  1. Digital Transformation and Bureaucracy
  2. Algorithmic Public Policy Making using Big Data analytics/Data mining/AI/Machine Learning/Metaverse
  3. Bureaucratic Entrepreneurship, Innovation and Street-Level Bureaucracy
  4. Leadership in VUCA Bureaucracy
  1. Post-Pandemic Bureaucracy
  2. Social Inclusion/Exclusion. Gender Representation, Social Equity for Sustainability
  3. Public Values (Ethics, Transparency, Accountability)
  4. Risk and Crisis Management (Disaster Management, Environment Management, Community Resilience)

This pertains to a group of practitioners and scholars interested in submitting their research papers and forming a panel adhering to the provided sub-themes. The research papers will still undergo the same process of review. However, the accepted papers will automatically be assigned to their proposed group panel. The panel should be composed of at least 4-5 research papers.
